Equipment Program Manager (PM) for the Tomahawk portfolio.
Reporting to the Tomahawk Execution Director, the Capacity Program
Manager will manage the strategy and execution of all efforts
associated with modernizing and maintaining Tomahawk test
equipment. The Test Equipment PM will be a part of the portfolio
leadership team that is responsible for achieving the highest
combined production and recertification rates in the history of the
Tomahawk program. The quickly expanding customer base, both DoD and
FMS, and the need for increased inventories, is driving a demand
signal that will almost quadruple the current throughput
expectation of the Tomahawk factories and supply base. The Test
Equipment PM will be part of the Execution & Growth Portfolio that
includes Munitions Acceleration, FMS & Flight Test Growth and
Proposal Management efforts. The TE PM will work hand in hand with
the Tomahawk Production & Development organizations. This position
requires proficiency in leading dynamic, cross-functional teams,
managing high visibility efforts, and driving communication of
project goals, objectives, decisions, and results to team members,
customers, and leadership. The Test Equipment PM will be
responsible for regular senior customer interfaces as well as key
partner & supplier interactions. The Test Equipment PM is
responsible for removing barriers and defining solutions that
support the overall program. This position will work across all
Raytheon functional organizations, Raytheon off-sites, and supply
base partners to staff the program and ensure the timely start-up
and delivery of products and services in accordance with the
contract(s). This is an onsite position at our Tucson, AZ facility.
Relocation assistance is NOT available currently. Will You Will Do
: Manage and accelerate the currently contracted M3 Test Equipment
implementation. This project is the first of the overall portfolio
test equipment modernization efforts. All subsequent TE development
efforts will be based on the M3 architecture. Develop multi-year
strategy to implement the new TE architecture across all Tomahawk
program test equipment. This includes test equipment in the
Raytheon factories, Raytheon laboratories and engineering spaces
and supplier factory spaces. This strategy will be created in
partnership with the program test architect and engineering
organizations. Build cost estimates, risk assessments and priced
proposals to estimate funding needs and capital investment (to
include bidding, gating, negotiation, contract definition, and
start-up). Coordinate test optimization efforts Lead quarterly test
equipment focused on meetings with the USN U&W RADM and monthly
meetings with PMA280 senior leadership. Execute PM cadence (battle
rhythm) such as risk review boards, schedule performance reviews,
customer reviews, program management reviews (PMRs) to achieve
contract commitments. Partner with the Production and Development
Program Directors to leverage shared resources and bridge any gaps
between the organizations. Display strong communication, influence
management, and presentation skills, and comfortably interact with
both internal and external stakeholders at all levels of
leadership. Establish and maintain a positive team culture What You

Have: Typically requires a University Degree or equivalent
experience and a minimum of 10 years prior relevant experience, or
An Advanced Degree in a related field and a minimum of 7 years’
experience Prior program/project management experience
Qualifications We Prefer: Raytheon Program Management certification
at level 4, or ability to achieve within 6 months. Experience
working government programs (large/complex) with direct customer
interfaces, both internal and external, including Industry
Partners. Experience with the USN, NAVSEA, NAVAIR customer
community and contract negotiations with these entities. Experience
with financial analysis tools and project management tools and/or
systems. Experience leading cross-functional teams preferably in
the Aerospace and Defense industry. Experience balancing technical,
cost, and schedule constraints. Leadership experience in either an
IPT organizational structure and/or a iPL (integrated Program
Leadership) construct. Strong proficiency in partnering with
matrixed organizations. Proven track record of customer
relationship building. Active Top Secret security clearance.
Working knowledge of EX/IM, EVMS and Security requirements. Prior
experience supporting development, production, and/or sustainment
programs, preferably in the aerospace and defense industry. Working
knowledge of contract formation, execution, and management.
Proficiency with RTX Program Management tools or similar program

remote. The salary range for this role is 132,400 USD - 251,600
USD. The salary range provided is a good faith estimate
