Job Description:
Under minimal supervision and administrative direction, assists in the project management of facility development activities and project-related administrative requirements for major maintenance projects, tenant improvement project facilitation at Tucson International Airport (TUS) and Ryan Airfield (RYN).

Essential Functions:
The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.

  • Coordinate assigned project activities to ensure design goals, management reports, project schedules, budgets, plans and specifications, and construction management is coordinated and conducted in a timely and cost effective manner.
  • Document and review budget, expenditures, adherence to construction schedules, scope negotiations, and negotiate change orders for contractors and consultants.
  • Work with contractors and specialty design consultants to ensure the required quality standard requirements of the project are being met; provide construction project budget estimates, review and approve designs, plans, specifications and contract documents, resolve construction contract disputes, and render final inspection and approval of completed projects.
  • Coordinate the design, construction and inspection of assigned projects to ensure systems are fully operational by project end.
  • Support the project team and internal stakeholders to ensure all design changes and solutions are implemented and coordinated into the project design documentation.
  • Coordinate with TAA staff, consultants, contractors, and any stakeholders to ensure that all parties coordinate and collaborate to identify the best solutions for successful implementation of projects; respond to inquiries from TAA staff and tenants, and provide information pertaining to the status of projects.
  • Coordinate inspections with outside agencies and TAA staff, and accept assigned projects for the TAA; manage final inspections to develop appropriate punch lists, and the approval of all progress payments through the completion of projects.
  • Assist in the design and constructability review of design plans and specifications which are prepared by consultants under contract with TAA; coordinate support services and provide knowledge and authoritative guidance on design and construction criteria.
  • Work closely with architects, consultants, external and internal stakeholders, maintenance staff and other technical sub-contractors until project end.
  • Prepare reports and present recommendations to management at key decision points in project development.
  • Keep current, accurate records on each working project.
  • Provide 24 hour response/resolution to project and airport related emergencies.
  • Ensure compliance with rules and regulations governing the use of TAA property and facilities and the adherence to all air traffic and safety regulations during the course of assigned projects.
  • Collaborate with the FAA, ADOT, City or County staff to ensure successful project implementation.
  • Abide by all FAA or ADOT grant regulatory requirements.
  • Work closely with TAA IT and Maintenance staff to effectively maintain and plan for replacement/upgrades to existing systems.
  • Assist with the establishment and implementation of facility development policies and objectives. -- Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize Incident Management System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate and/or participate in after-action emergency de-briefing with appropriate departments and stakeholders.

    The above listed functions are not necessarily all the essential functions. Job duties and functions may be expanded or reduced by management based on future changing needs and job requirements.

    Position Requirements:
    Bachelor's Degree from an accredited four year college/university with major course work in engineering, construction management or architecture or equivalent experience. Strong overall project management skills with an emphasis on risk management and construction administration. Any equivalent combination of experience and training that provides the desired knowledge, skills, and abilities will be considered.

    -- Use a computer utilizing Microsoft office software, other computer software products and programs, architectural engineering scale, and office machines.
    -- Establish and maintain effective and positive working relationships with department personnel, other TAA personnel, and outside agencies.
    -- Understand that dissemination of information outside of job requirements is based on "need-to-know" and maintain discreet and professional sense of confidentiality due to sensitive nature of job functions.
    -- Be sensitive and aware of actions and reactions of employees, tenants, Board and Authority members, consultants, the public and outside agencies, and inform supervisor of appropriate concerns.
    -- Continually learn and apply the latest up-to-date technical knowledge and skills in functional area of responsibility. Strives to become an expert in field by taking initiative for on-the-job learning experiences, as well as seeking out formal education and coursework for continuous growth and development.
    Licenses; Certificates; Special Requirements:
    -- Valid Arizona Driver's license.
    -- Meet and maintain the ability to drive airport vehicles on the Air Operations Area (AOA) and Non-Movement Area.
    -- Must obtain and maintain access to the Security Identification Display Area (SIDA).
    -- Must successfully complete the National Incident Management System (NIMS) 100, 200, 700 and 800 course requirements and certification within the first year of assuming the position.
    -- As an employee, you are deemed to be essential personnel as part of TAA's emergency response, and must respond to airport incidents, as requested/required.
