Our Cultural Values are: Dedicated Service, Respect, Teamwork and Engaged Innovation. Position Description The Town of Marana is seeking a Water Business Manager to work in the Water Department. This is a full-time position and an exciting opportunity for someone interested in overseeing the customer service, finance, and community outreach for the billing and customer service division.

This position performs cost control activities of the Water Department; prepares financial reports, monitors revenues and expenditures for the department to assure sound fiscal control and effective and efficient use of budgeted funds. Works with managers ensuring all areas are performed within budget.

Hiring Range: $69,155 - $86,444 Examples of Duties

  • Provides leadership, oversight, and supervision over Water Customer Service Group; creates a culture of accountability and excellence, providing motivation and performance feedback, recognizing contributions, and encourages staff training and professional development. This position provides direct supervision over Water Customer Service Supervisor.
  • Under the general direction of the Water Director:
  • Responsible for the management of the financial activities, including water and water reclamation capital and operation budgets, accounting, rates administration, financial forecasting, auditing, and reporting.
  • Responsible to develop financial models for the evaluation of business alternatives considering key variables, assisting the Water Director with the budget and strategic planning utilizing existing tools and software.
  • Frequently perform financial and operational calculation regarding metrics based on key business drivers that provide necessary insight to assist managements operational and business decisions.
  • Prepares, documents, and presents code and ordinance changes, rates, fees, budgets as well as financial adjustments, and other utility business policies and practices to internal and external stakeholders.
  • Coordinates with Finance Department and manages multiple water enterprise funds.
  • Creates and oversees water and water reclamation customer policies, customer service programs and associated outreach communications. Manages billing and account structure and resolution of billing disputes including collaboration with billing, finance, and legal counsel. Provides oversight for all business functions.
  • Leads and manages water business related projects, including rate studies and impact fee studies. Manages all department outreach/communication. Leads and manages technology and business process improvement projects, including, but is not limited to, billing software, meter reading hardware and software, and assets management software, etc. Minimum Qualifications
    • Bachelors Degree in business administration, public administration or a closely related field.
    • Five or more years of progressively responsible professional experience in utilities and financial management, enterprise funds management, utility rates study, and technology implementation with demonstrated success.
    • Three or more years of supervisory experience.An equivalent combination of education and relevant experience that provides the desired knowledge, skills & abilities to successfully perform essential functions may be considered.

      PREFERRED REQUIREMENTS
      • Professional Certification (CPA, CMA, CFA) or an advanced degree.
      • Financial modeling experience is a huge plus.
      • Masters Degree in business administration, public administration or a closely related field. RECRUITMENT PROCESS
