Job Description
Background: The IRC Health Program consists of programing that
addresses vulnerable populations' health needs through medical case
management, health education and public health interventions. The
health program works in collaboration with the healthcare sector,
public health authorities, medical providers, facilities,
universities, and community agencies. These partnerships provide a
web of support that enable vulnerable individuals and families to
regain health and stability that may have been lost during
displacement and/or resettlement. The IRC's Health Program provides
individualized health education for clients on topics such as
health literacy, navigating the US healthcare system, COVID-19
prevention and mitigation, women's health, and medication
adherence. IRC has incorporated new efforts to address the growing
public health needs of refugee and immigrant communities including
coronavirus prevention, mitigation, vaccine uptake and response
that has been recognized on a national level. Job Overview: The
Senior Health Services Program Manager provides a combination of
program oversight, staff supervision, partnership development, and
grant maintenance for IRC Arizona. This position is charged with
maintaining service provision and contract compliance for various
public health projects, medical case management for Reception and
Placement, Matching Grant, and Refugee Support Services (Tucson),
and in developing health literacy and advocacy programming
throughout the Arizona service area. This position will also assist
the Deputy Director of Programs with creating a unified health
program across sites, strategic planning, and monitoring and
evaluation of the specified programs. Major Responsibilities:
Oversee Health Program Services in a
manner that supports exchange of ideas, encourages camaraderie and
collaboration, and fosters professional development.Design
strategies and frameworks to effectively operate programs and
coordinate logistics for grant implementation, program
subcontracts, and monitoring of grant activities.Support the
development of new programming by identifying key stakeholders,
partners, resources, donors, and volunteers.Coordinate with other
IRC teams to create multi-disciplinary approaches to services that
facilitate the best possible client outcomes.Build and disseminate
knowledge/analysis about local and national public health issues
and trends that impact IRC clients. Act as IRC Arizona's subject
matter expert on matters of public health and impact on staff and
clients.Develop strategies to enhance community outreach and engage
new stakeholders.Provide appropriate supervision and case
coordination to ensure acute client needs are met in a timely and
culturally appropriate manner for each program.Track budgets,
program expenditures and activities for various programs, ensure
donor deliverables are met, compile data and draft reports as
required by donor and agency specifications.Provide supervision to
various health services staff, AmeriCorps, volunteers, and interns
associated with each program.Ensure coordination with the
development and implementation of all outreach and training
activities to meet program outcomes.Develop and implement program
growth through funding opportunities, including identifying,
reviewing, and writing grants.Regular program oversight and
supervision including monitoring/auditing of documents, records and
tracking tools for program case files and reporting. Participate in
program meetings and staff development activities.Comply with all
IRC policies, procedures and protocols including adherence to the
IRC Way and Child Safeguarding.Other duties as assigned. Key

Requirements:
Graduate degree or equivalent work
experience, with an emphasis in social work, public health, or
international health.At least 3-5 years of related professional
experience with proven skills in supervising case management staff,
grant reporting and program development required.Excellent written
and spoken English skills; bilingual ability preferred.Strong
organizational skills and detail oriented.Excellent writing and
analytical skills.Case management and/or victim's assistance
experience preferred.Ability to effectively communicate and work as
a team member with collaborative partners, the community, and
clients in a cross-cultural, multi-disciplinary
environment.Computer literacy, data base experience
preferred.Ability to work independently and be a flexible team
player.Must have a valid driver's license, active insurance policy
and access to reliable transportation.Must possess or be eligible
to receive a fingerprint clearance card. Working Environment:
Standard office work environment and some travel throughout service
delivery area. Posted pay ranges apply to US-based candidates.
Ranges are based on various factors including the labor market, job
