Job Summary:
Raytheon Missile & Defense Systems' Strategic Sourcing team is
seeking a dynamic Supplier Diversity Manager to leverage supplier
diversity and Government contracting/subcontracting expertise. You
will serve as the Small Business Liaison Officer (SBLO) supporting
Raytheon Missiles & Defense (RMD). Raytheon Technologies is a

This hybrid role will combine telecommuting with as needed on-site
presence. Commutable proximity to one of our facilities in either
of the following locations is required: Tucson, AZ; Andover, MA or
Huntsville, AL.

Responsibilities to Anticipate:
Reporting to the Manager of Supplier Diversity, the Senior
Principal Supplier Diversity Specialist will work closely with the
greater supply chain, program managers, engineering and subject
matter experts (SMEs) to meet government compliance with FAR Part
19 - Small Business Program and other small business laws and
regulations.
Supplier Diversity Manager duties include but are not limited
to:
Assists with the implementation and management of Raytheon's
Supplier Diversity Program supporting Supplier Diversity Advocates
and Mentor Prot--g-- Managers
Ensure Supply Chain Management Organizations provide supplier
diversity statistical reporting to facilitate the timely submittal
of government SSR reports.
Represent Raytheon on Community Boards and at local, state and
federal procurement conferences, small and minority business
associations, industry-sponsored trade fairs, and identify and
counsel SB, VOSB, SDVOSB, HUBZ, SDB, WOSB, and HBCU/MIs capable of
competing for Raytheon procurement opportunities.
Coordinate with other Supplier Diversity Business Leaders (SDBL)
and provide advocacy for the Supplier Diversity Program
objectives.
Analyzes performance data and presents performance progress to
identify risks and opportunities to meet small and diversity
targets.
Works with proposal teams to interpret small business requirements,
identify small businesses to support program requirements, and
assists in preparing small business participation plans and small
business subcontracting plans.
Collaborates with Supply Chain to ensure appropriate
identification, qualification, and inclusion of small and diverse
business suppliers.
Collaborates with supply chain and various functions to develop
initiatives, such as mentor-prot--g-- and SBIR, that drive
increased opportunities for small and diverse suppliers as that
aligns with the company goals and objectives.
Supports compliance reviews from the U.S. Government, internal
audit and other oversight agencies as required, and performing
organizations to resolve customer and program compliance
issues.
Responsible for reviewing lower-tier supplier Individual
Subcontracting Plans (ISPs) and semi-annual Individual
Subcontracting Reports (ISRs) as needed.
Serves as an advocate for small and diverse businesses and provides
counseling and guidance to small and diverse companies interested
in doing business with Raytheon.
Qualifications you Must Have:
Bachelor's degree and minimum 8 years' prior relevant experience,
or An Advanced Degree in a related field and minimum 5 years'
experience.
Progressive professional experience with a combination of Program,
Supply Chain, Supplier Management or Supplier Development related
fields
Experience managing projects and tracking performance.
Experience with Federal Acquisition, Regulations (FAR), Defense
Federal Acquisition Regulation Supplements (DFARS), and related
supplements
U.S. Person (U.S. citizen, permanent resident, refugee or asylee)
or eligible to obtain necessary export authorizations required.

Qualifications We Value:
Ability to build relationships at all levels of an organization and
with the Customer and addresses concerns from all parties.
Experience in MS Office Suite applications (Excel, Word, Outlook,
PowerPoint, etc.)
Experience in working with or in small business(es) and overcoming
the difficulties they face.
Project Management experience
Experience with data analytics and tools such as Alteryx, etc.
Flexibility to travel.
Master's Degree in Business, Finance, Management, Supply Chain or
similar
Experience providing proposal support/proposal operations.
