Job Description:

IT Project Manager Our Information Technology Department (ITD) provides support services for all departments within the City, including citizen services, public safety, public works, back-office business applications, project management, analytics & GIS, and, web applications. The diversity of our business functions and supporting technologies makes for a dynamic work environment that is both challenging and rewarding. The ITD is seeking IT Project Managers to bring an agility culture and agile processes to the Project Management Office and manage complex technology projects spanning one or more business units. The Project Managers will stage gate projects and institute SDLC control guidelines, including the management of issues, risks, and project change requests. They will also coordinate timelines, develop and maintain project plans, and communicate project status to clients, project sponsors and senior management. In addition, they will work with the IT PMO Manager to institute criteria for requirements scoping, establish scalable planning practices, and lead the execution of large- and small-scale IT projects according to strategic direction. The Project Management Team provides project management support and services within Information Technology, as well as, to departments throughout the our company. These service-oriented services are in support ITD's mission and our client stakeholders. Remote Work Eligible General Description - Promote good working relationships across projects, and, cultivate the people skills needed to develop trust and communication among all project stakeholders. - Oversee the conception, implementation and analysis of large and small, enterprise software applications projects using recognized project management methodologies. - Coordinate and prioritize project tasks, manage timelines, project resource management, maintain project plans, assess and address project risks, and communication status to clients, project sponsors and senior leadership. - Create innovative solutions to problems to quickly identify vulnerabilities and obstacles to projects success (cost, scope and time; realized benefits; and, stakeholder satisfaction) - Team with the IT PMO Manager to develop and maintain policies, procedures, metrics, KPI's and other measurement tools and techniques to improve project management, and, the delivery of consistently successful software application implementations, upgrades, etc. - Create project plans to fit stakeholders/customers' needs and deliver with-in budget desired outcomes using best practice PMO methodologies. - Prepare, maintain and submit clear & concise activity/progress reports and time recording/management reports to discover potential problems before they occur. - Encourage good project management practices, adapting their approach to the context and constraints of each project, and knowing that no "one size" or approach can fit all the variety of projects. - Promote customer involvement & communications by recognizing that project success is directly related to satisfying the customer. - Review test strategies and encourages the development of new test strategies for technology applications and solutions to maintain a continuous improvement environment and promote quality and efficiency. - Lead project teams of various size and composition to successful project outcomes. Creates innovative solutions to problems to quickly identify vulnerabilities and obstacles to projects success (cost, scope and time; realized benefits; and, stakeholder satisfaction) Responsible for recommending and advising on the development and maintenance of policies, procedures, metrics, KPI's and other measurement tools and techniques to improve project management within our company and the delivery of consistently successful software application implementations, upgrades, etc. Creates a project plan to fit the stakeholders/customers' needs and deliver with-in budget on desired outcomes using best practice PMO. Prepares, maintains and submits clear & concise activity/progress reports and time recording/management reports to discover potential problems before they occur. Responsible for defining, teaching, and enforcing the use of good project management practices. and adapt their approach to the context and constraints of each project, knowing that no "one size" or approach can fit all the variety of projects. Promotes Customer Involvement & Communications by recognizing that project success is directly related to satisfying the customer. Performs other related duties as assigned or requested. Any one position may not include all of the duties listed. This job classification specification identifies the responsibilities and tasks typically associated with the performance of the position. Minimum Qualifications Minimum Education Level and Type: Bachelor's Degree in technology, software, or related field Minimum Experience: At least 3 years experience in IT Technical or Project Manager discipline; Software applications/ development, Networking, Systems Administration, IT Project Management or related experience Special Job Requirement: Must possess documented agile training/experience and project related experience. Also, must demonstrate experience in SDLC Methodologies, Agile, SCRUM, SDLC / Waterfall and proficient in MS Office applications, MS Project, VISO, Adobe Acrobat Professional Preferred Qualifications - Demonstrated experience leading complex projects using multiple project management techniques - Deliver clear and concise written and verbal messages in a structured manner, manage differing points of view, tailor communications/style to audience, and craft presentations with quality expected for senior level management and/or broad public distribution - Ability to identify and structure problems, prioritize issues and solution development, plan and conduct work, process information, and place information into a relevant context or framework - Demonstrated ability to build and maintain project schedules and budgets - Strong interpersonal skills, be an excellent communicator and the ability to collaborate with a wide range of stakeholders Job Requirements:
