Job Description:
POSITION SUMMARYThe Foster Licensing Care Specialist works with
youth within the foster care system to ensure that their physical,
emotional, psychological, and educational needs are met. The Foster
Care Licensing Specialist supports potential foster parents through
the process of becoming licensed or obtaining adoption
certifications. Once the family is licensed/certified this position
monitors the home, advocating for both child and family needs. This
position conducts assessments and interviews to confirm that youth
are in safe, nurturing environments, and may facilitate family
visits when appropriate, attend court hearings and school meetings
on behalf of the youth within their caseload.ESSENTIAL
FUNCTIONS:Completes foster and/or adoptive home studies for the
purpose of recommending license or certification for prospective
foster families.Maintains licensed VQ foster care providers in
order to ensure high quality care for the foster youth in the
homes.Assesses, evaluates, and documents home studies on potential
foster families by scheduling visits to foster homes, while
maintaining constant communication.Provides ongoing supervision for
foster/adoptive families; attend court hearings, Foster Care Review
Board and Child Family Team meetings.Completes annual foster home
license renewals and amendments required by changes in
circumstances with foster parents.Responsible for regular home
visits to provide support, consultation, education with discipline
techniques and the youth's adjustment at home.Advocates for youth's
needs with the Department Child Services regarding safety,
permanency, and to address any concerns of the foster
family.Complies with VQ and state confidentiality policy; follows
state contracts, Article 69 and services provided.SKILLS &
ABILITIES:Excellent verbal and written communication
skills.Organized with attention to detail.Ability to work
independently and as a team member.Leadership and
conflict-management skills.Positive attitude and ability to stay
calm in tense situations.EDUCATION & EXPERIENCE:Bachelor's degree
in social work or related field OR 1-2 years of experience in child
welfare.1+ year experience working with youth with the Department
of Child Safety.QUALIFICATIONS:Must be 21 years of age or
older.Flexible schedule (evening, weekends, holidays) to facilitate
program services.Bilingual in English and Spanish preferred, but
not required.Cleared tuberculosis test results.Cleared background
checks from appropriate entities.Obtain and maintain First Aid
Certification (CPR) and Level 1 fingerprint clearance card.Must
have a valid driver's license and be eligible to drive to
facilitate program services as required.
