Summary About the Position: This position is in the Defense
Civilian Intelligence Personnel System (DCIPS). Employees occupying
DCIPS positions are in the Excepted Service and must adhere to U.S.
Code, Title 10, as well as Department of Defense Instruction
1400.25. This position is located at the ST-IC-W1E8AA USA
INTELLIGENCE CTR OF EXCELLENCE. Responsibilities Plan, initiate,
conduct, direct, resource, oversee, and participate in the design,
review, analysis, and evaluation of programs, special studies, and
projects related to intelligence doctrine and Capstone Army
doctrine. Significantly shape Army Intelligence Doctrine through
researching, developing, and integrating concepts, lessons learned,
new systems, and other related national, theater, and
operational-level intelligence issues into doctrine. Serve as
Branch Chief. Provide, sustain, and improve work standards,
technical and administrative supervision to a group of employees
involved in the management, development/revision, and review of
intelligence doctrine and/or non-proponent doctrine. Perform duties
as Doctrine Intelligence Research Specialist subject matter expert
(SME) with emphasis on intelligence operations doctrine, concepts,
systems, and capabilities. Research, analyze, and develop products
and write doctrine/position papers on issues pertaining to
intelligence. Attend departmental, school, and national-level work
meetings, Integration Process Teams/Integration Concept Teams
(IPTs/ICTs), Functional Area Assessments (FAAs), and other
meetings. Present and defend proponent positions and makes
recommendations on Army and joint programs. Requirements Conditions

In order to qualify, you must meet the experience requirements
described below. Experience refers to paid and unpaid experience,
including volunteer work done through National Service programs
(e.g., Peace Corps, AmeriCorps) and other organizations (e.g.,
professional; philanthropic; religious; spiritual; community;
student; social). You will receive credit for all qualifying
experience, including volunteer experience. Your resume must
clearly describe your relevant experience. To qualify, applicants
must have one year or more of specialized experience equivalent to
the next lower grade/level. Specialized experience is defined as
experience that demonstrates a practical knowledge of intelligence
doctrine development as demonstrated by performing a combination of
all of the following: 1.) Serving as an author and Subject Matter
Expert for military intelligence DOTMLPF (doctrine, organization,
training, materiel, leadership and education, personnel, and
facilities) documentation; 2.) Conducting research and analysis to
ensure intelligence DOTMLPF documentation are comprehensive,
relevant, current, and fully synchronized across all centers of
excellence/proponents; and, 3.) Tracking DOTMLPF documentation and
project from start to finish. This definition of specialized
experience is typical of work performed at the next lower
grade/level position in the federal service (GG/GS-12). Some
federal jobs allow you to substitute your education for the
required experience in order to qualify. For this job, you must
meet the qualification requirement using experience alone--no
substitution of education for experience is permitted. You will be
evaluated on the basis of your level of competency in the following

Male applicants born after December 31, 1959, must complete a
Pre-Employment Certification Statement for Selective Service
Registration. You will be required to provide proof of U.S.
Citizenship. Direct Deposit of Pay is required. Must be able to
obtain and maintain a Top Secret security clearance based on a T5
investigation/Single Scope Background Investigation (SSBI) with
eligibility for sensitive compartmented information (SCI).
